我国在全国农村逐步推行新型农村合作医疗制度的政策实施过程中,发现了地方政府套取中央财政资金的行为,通过对政策的评估得出根本原因是资金筹集中、农民缺乏参与性。为解决实施偏差,在政策实施中要注意各政策主体间的利益协调,通过完善筹资工作与补偿模式等方式改进新型农村合作医疗制度,以达到政策的推进与政策目标的最终实现。
During the implementation of the policy of gradually implementing the new rural cooperative medical system in rural areas in our country, we found that local governments took the central government’s financial funds. The fundamental reason for the central government’s fiscal appraisal was that the farmers lacked participation in the fund-raising process. In order to solve the implementation of the deviation, we should pay attention to the coordination of interests among the various policy bodies in the policy implementation, and improve the new rural cooperative medical system through such ways as perfecting the fund-raising work and compensation mode so as to achieve the policy promotion and the ultimate realization of the policy goals.
