在企业管理中,由于相关管理部门的职能存在交叉,使得对同一项工作好几个部门都能管上一点,表面上看谁都能管,可最终是谁也管不了。出了成绩,便一哄而上,争相邀功;有了问题,则一哄而散,把责任推得一干二净。比如,按照省上的安排,服务工作由相关部门直接负责管理。但是,到地市局,接管的部门就各不相同。服务工作党群部门可以管,公众服务部门可以管,业务检查部门可以管,甚至在年终,工会也可以进行考评奖励。
