彻底转变政府职能。市场经济强调以规则、法治为导向,以经贸法规去规范政府、企业及个人的经济行为。WTO是规范政府经贸政策的国际组织,我国入世,首先要彻底转变政府职能。政府职能部门不是权利部门,而应该是服务部门,应该在管理中强化其服务的功能。
Completely change the government functions. The market economy emphasizes rule-based and rule of law-oriented economy and trade regulations to standardize the economic behavior of governments, enterprises and individuals. WTO is an international organization that regulates economic and trade policies of the government. After China’s accession to the WTO, we must first completely change the functions of the government. Government departments are not rights departments, but rather service departments that should strengthen their services in management.
