无产阶阶文化大革命初期,前中央办公厅负责人出于不可告人的目的,以中共中央办公厅的名义发出了两个臭名昭著的有关档案工作的文件,这就是一九六六年六月十三日中发[66]301号通知和同年十一月十五日中发[66]551号文件(以下简称两个“通知”)。这两个“通知”推行了林彪、“四人帮”“否定一切,打倒一切”的极左路线,全盘否定文化大革命前十七年档案战线所取得的巨大成绩,诬蔑国家档案局及其主要负责人在档案工作中“推行一条反党反社会主义黑线”,全盘否定档案干部的绝大多数是好的和比较好的这一基本估计。颠倒了敌我,颠倒了是非。它的出笼,给档案战线带来了一场巨大的灾难,使档案和档案工作受到了极其严重的损失。这两个“通知”是压在档案战线上的两座大山,是套在广大档案工作人员身上的精神枷锁,是使我国的档案和档案工作遭到空前浩劫的总祸根。
