2004年3月,河北省承德市社保局出台了关于建设施工企业参加工伤保险的文件,对施工企业采取项目保险记现场不记人名,按工程总造价中人工费的1.5%缴纳工伤保险费。2005年4月,劳动保障部在广州召开全国工伤保险工作座谈会,明确提出将矿山、建筑等高风险企业参加工伤保险作为2005年扩面工作的重点。
In March 2004, the Social Security Bureau of Chengde City, Hebei Province, promulgated a document on construction workers’ participation in work-related injury insurance and did not remember the names of the project-insured persons on construction sites and paid labor injury insurance premiums at a rate of 1.5% of the labor costs in the total project cost. In April 2005, the Ministry of Labor and Social Security held a symposium on work-related injury insurance in Guangzhou. It clearly proposed that high-risk enterprises such as mining and construction should participate in work-related injury insurance as the focal point for expanding their work in 2005.
