通过对四川省国有粮食企业改革改制情况进行调查,本文认为随着粮食市场化改革,粮食政策性财务挂账剥离及相关配套改革政策逐步落实,四川省国有粮食购销企业改革总的已由分流减员、企业合并进入企业产权制度改革的实质性阶段。与此同时,农发行粮油信贷政策制度也出现了与粮改不相适应的情况,亟待进行调整。
Through the investigation of the reform and restructuring of state-owned grain enterprises in Sichuan Province, this paper argues that the reform of state-owned grain purchase and marketing enterprises in Sichuan Province has changed from shunt reduction to downsizing with the market-oriented reform of grain, the divestment of grain-related financial accounts and the gradual implementation of related reform policies. Merger of Enterprises into the Essential Period of the Reform of Property Rights System of Enterprises. At the same time, the Agricultural Development Bank’s grain and oil credit policy system has also appeared to be incompatible with the food reform, the urgent need to be adjusted.
