第一章总则第一条为了保护和合理开发利用旅游资源,维护旅游者和旅游经营者的合法权益,加强旅游业管理,促进旅游业健康发展,根据有关法律法规,结合云南实际,制定本条例。第二条本条例所称旅游业,是指从事旅游经营和主要为旅游者提供交通、游览、餐饮、住宿、购物、娱乐等服务的行业。第三条凡在本省行政区域内参加旅游活动、从事旅游经营和管理的组织和个人,均应遵守本条例。第四条各级人民政府应当加强对旅游工作的领导,把旅游业纳入国民经济和社会发展计划,结合本地实际,加大旅游投入,加强旅游基础设施建设,改善旅游环境,并负责组织实施。鼓励、支持国内外的组织和个人在本省投资开发旅游资源,经营旅游业。鼓励、支持旅游教育事业的发展,培养旅游专业人才,提高旅游从业人员素质和旅游服务质量。扶持少数民族地区发展旅游业,发展民族旅游项目,培养少数民族旅游人才。第五条省人民政府的旅游行政主管部门
Chapter I General Provisions Article 1 In order to protect and rationally develop and utilize tourism resources, safeguard the lawful rights and interests of tourists and tour operators, strengthen tourism administration and promote the healthy development of tourism industry, this Regulation is formulated in accordance with relevant laws and regulations in light of Yunnan’s actual conditions . Article 2 The term tourism as mentioned in these Regulations refers to the industries engaged in the operation of tourism and the provision of services such as traffic, tourism, catering, accommodation, shopping and entertainment mainly to tourists. Article 3 Any organization or individual that participates in tourism activities in the administrative area of the province and engages in the operation and management of tourism shall abide by these Regulations. Article 4 The people’s governments at all levels should step up their leadership over tourism, incorporate tourism into their plans for national economy and social development, increase investment in tourism in line with local conditions, strengthen the construction of tourism infrastructures, improve the tourism environment, and take charge of the organization and implementation. Encourage and support organizations and individuals both at home and abroad to invest in and develop tourism resources in the province and run the tourism industry. Encourage and support the development of tourism education, train tourism professionals and improve the quality of tourism practitioners and tourism services. We will support the development of tourism in ethnic minority areas, develop ethnic tourism projects and foster the tourism talents for ethnic minorities. Article 5 The tourism administration department of the provincial people’s government
