郑忾辰(1876-1953年)又名郑德元,字慨尘。他出生在福清城关高巷头,自幼聪明好学,12岁即中秀才,但不走科举升官的老路。1900年,他东渡日本留学,先是在预科学习日语,后考入日本东京法政大学。那时,留学生的思想十分活跃,逐步分为“革命派”和“改良派”。革命派拥护孙中山的主张,认为只有彻底推翻帝制,中国才有希望。改良派则支持梁启超、康有为,主张说服满清政府,实行君主立宪制度。郑忾辰坚定地站在革命派的一边。有一次,两派召开辩论会,争论十分激烈。
