与共和国刑侦改革同步“公安部刑侦改革的部署完全符合山东实际,要不犹豫、不争论,坚决贯彻执行。”这就是山东省公安厅党委一班人对刑侦改革的坚强决心。鉴于此,与共和国刑侦改革同步的责任区刑警队——济南市公安局历城分局刑警大队责任区三中队诞生了。我们不能说这是全国第一支责任区刑警队,然而,这支责任区刑警队的建立却昭示着这样一个事实——济南刑警在与基层派出所平行的位置上有了一支自己的刑侦队伍,有了贴近群众的责任区刑警,有了战斗在打击犯罪最前沿阵地的主力军。改革就是要开创一项前无古人的事业。没有固定的模式,没有约定俗成的规矩,历城刑警三中队从1997年成立以来,就一直在开创着一种全新的事业,在探索着一条责任区刑警中队壮大和发展的必由之路。
