叶发有担任赣州市关工委主任已经有20个年头。20年来,他满怀着对青少年的舐犊之爱,在关工委岗位上兢兢业业,无私奉献,开拓进取,为青少年的健康成长倾注了满腔热血,洒下了辛勤汗水,受到全市干部群众的尊重和爱戴。省市有关部门多次授予他“关心下一代工作突出贡献奖”;赣州市关工委也先后两次荣获“全国关心下一代工作先进集体”称号。2014年11月,叶发有被评为“全国离退休干部先进个人”。
