今年初,人保部的事业单位养老保险制度改革方案将事业单位中有行政职能的纳入公务员的劳动保障体系;具有经营性质的事业单位则参照企业职工保障制度进行改革,引发了巨大争议。本文即是在总结现行养老保险制度问题和改革阻力的基础上提出了对机关事业单位养老保险制度改革的建议。
Earlier this year, the reform plan of the pension insurance system of the Ministry of Public Security has incorporated the administrative functions of public institutions into the labor security system of the civil servants. The enterprises with operating businesses have made great controversies with reference to the reform of the enterprise staff security system. This article is based on the summary of the current pension system and reform resistance on the basis of proposed institutional and pension insurance system reform proposals.
