青海省海东地区因处在青海湖东面而得名,现辖6县,共有94个乡镇1605个行政村,总面积1.35万平方公里,占全省国土面积的1.83%。总人口157.58万人,占全省总人口的28.57%,其中农业人口129.49万人,占总人口的82%,占全省农业人口的36%。全区林业用地面积1029万亩。在三北工程实施前,由于植被稀少,到处呈现的是荒山秃岭,被群众称为“拉羊皮不沾草”的地方,森林生态功能非常低,粮食生产低而不稳。
