我国是世界上生产伤亡事故发生率最高的国家之一。以事故多发的煤炭行业为例我国每百万吨煤炭死亡率是美国的200倍,印度的10倍,死亡率是全世界最高的国家之一。全世界每年矿山的死亡人数是1.3万左右,我国就占了近一半。金钱到底是什么原因导致矿难事故频发?一个不容回避,也无法回避的事实,就是当地党政一把手,生产经营单位负责人,乃至从业人员在经济利益驱动下,不把安全生产放在第一位,安全设施、安全系数不能达标。
