科技大会以来,为了增强自主创新能力,保障“中长期科学和技术发展规划纲要”落到实处,促进经济发展方式的转变,国务院和上海市政府已经颁布了约80多项促进科技创新的政策。这些政策涉及面广,领域多,政策受益对象和行使主体各不相同,政策运行成本较高。为了让更多从事科技创新活动的单位和个人能更方便、快捷地了解政策、用好政策,全面促进科技创新,上海市科委着力推进以下三方面工作。
Since the Science and Technology Conference, in order to enhance the capability of independent innovation and guarantee the implementation of the Plan for Science and Technology Development in the Middle and Long Term to the extent of achieving the transformation of the mode of economic development, the State Council and the Shanghai Municipal Government have promulgated about 80 scientific and technological innovation projects policy. These policies involve a wide range of areas, many areas, the beneficiaries of the policy and the subjects of the exercises are different, and the cost of running the policies is relatively high. In order to allow more units and individuals engaged in scientific and technological innovation activities to understand policies and make good use of policies more conveniently and quickly, and to promote scientific and technological innovation in an all-round way, the Shanghai Municipal Science and Technology Commission will strive to promote the following three aspects.
