3月1日,《艾滋病防治条例》正式实施,中国艾滋病立法迈出了第一步。艾滋病的危险不只是在疾病本身,它是牵动政治、经济、文化和伦理的综合性的“症候群”,将艾滋病防控纳入法制轨道迫在眉睫。感动中国的“中国民间防艾第一人”高耀洁告诉本刊:诈骗比歧视更可怕! 自2003年以来,社会上的骗子更是“特技”五花八门,不但医药系统行骗,而“特技骗子”多以“艾滋救星”为名,设陷阱者何其多,而他们也真发了大财。高耀洁估计,她收到的各种电话,信件以及找上门来的人中有2／5含有骗术为了发财,2／5是无奈求助,1／5是为了协助她的工作。施骗者的陷阱,到处可见,手段之高真令人莫测! 中国某些地区的艾滋灾难牵动了全世界善良人们的心,他们慷慨解囊相助。而被金钱冲昏头脑的家伙们,却发现“致富”时机已到,纷纷跳了出来,有的四处游说“圈钱”,有的成立组织,建立“关爱之家”、“红丝带”、“艾滋孤儿救助协会”、“艾滋病研究教育所”等等等等,还有人要“接高耀洁的班”成立基金会,手段花样应有尽有。高耀洁义愤填膺向本刊表示要写文章揭发,有人制止说,你不能揭发,国内外有人知道真相就不给钱了。但高耀洁说:“我也不忍心看着让这种种陷阱蔓延下去。”
