随着生产力的进一步发展和生产关系的深刻变革,在新形势与常态下中国经济发展逐步向依靠科技创新转变,而人才被视为科技创新的第一资源。《京津冀协同发展规划纲要》的出台,标志着京津冀一体化作为国家战略正式全面实施,分析并探索释放三地人才红利的模式与方法,有助于补齐河北经济这一块区域经济发展的“短板”促进京津冀整体经济的发展,也为其他区域经济的协调发展提供有益借鉴。
