本文对我国自然科学基金的分类方法和系统管理结构进行了分析探讨。以科学基金的等级,科学研究的性质和科学研究在科技发展中的作用为标准,将自然科学基金划分为:国家级、国家各部委级、地方级、基层级、基础研究类、应用研究类、开发研究类、重大基础研究项目、一般性基金、青年基金、其它专项等11类基金。依照系统管理结构分为垂直分系统和水平分系统,提出集中控制,分散控制、等级结构控制三种管理方案。从而达到调动各方面的积极性,广辟经费渠道,使科学基金会的管理方法科学化、系统化,促进科学研究正常发展的目的。
This paper analyzes the classification methods and system management structure of our country's natural science funds. So as to achieve the goal of mobilizing the enthusiasm of all quarters and broadening funding channels so as to make the management of the Science Foundation scientific and systematic and to promote the normal development of scientific research.
