针对深圳市宝安区的实际情况,对创建社区卫生服务新机制提出了初步的理论思考。认为社区卫生服务既是深入开展初级卫生保健的必然要求,也充分体现了现代公共卫生的价值。强调坚持以个人为中心,以家庭为单位,以社区为范围的社区卫生服务的基本原则,以“六大功能”作为社区卫生服务的基本内容,同时提出社区卫生服务要体现“三个结合”,使社区卫生服务真正成为造福城乡社区居民的一项新生卫生事业。
In accordance with the actual situation in Bao’an District of Shenzhen City, a preliminary theoretical consideration was given to the establishment of a new mechanism for community health services. It is considered that community health service is not only an indispensable requirement for in-depth implementation of primary health care, but also fully embodies the value of modern public health. Emphasizing adherence to the basic principles of community-based health service with personal as the center, family as the unit, and community as the scope, taking “six functions” as the basic content of community health services, and at the same time suggesting that the community health service should reflect “three combinations”. Therefore, community health services have truly become a new hygiene cause for the benefit of urban and rural community residents.
