前不久在一次有关经济形势的分析会议上,我对政府某权威部门的人说,目前你们举出的经济过热例证如电力短缺、钢铁、煤炭价格上升等等,实际上全是你们在几年前整出来的。如果不是你们对电力投资实行管制,3年不让开工大的电力项目,中国会缺电吗?所以,根本不是什么市场过热、局部过热,而是计划经济时代残余的投融资体制导致了今天的局部短缺现象。我进而批评“调控经济过热”的说法:政府今天要用右手去处理的问题是昨天它用左手搞出来的,如果投融资体制不变,谁能保证明天不会搞出更加严重的问题来?
