党的十四届六中全会《决议》强调指出:“只有坚持全面的、历史的、发展的观点”,把精神文明建设放到大局中来考察,“才能提高认识,统一思想,增强建设精神文明的自信心和责任感”.一些同志对新形势下加强精神文明建设缺乏信心,一个重要原因就是思想认识上的片面性.要增强新形势下加强精神文明建设的信心,必须在干部群众中扫除思想障碍,运用当代的马克思主义——邓小平同志建设有中国特色社会主义理论,从理论与实践的结合上讲清道理,解开思想扣子,作好深入细致的说服教育工作.
