减除灾害、缓解风险、应急管理和安全建设成为当今世界出现最多的词汇之一,也是政府最重要的工作之一。人类在应对灾害(灾难)过程中,不仅关于灾害(灾难)的观念发生了重要变化,而且应对灾害的行动战略也进行了大幅度的调整。现已形成减灾范式、应急管理范式、灾害风险管理范式及国土安全范式。从范式发展趋势来看,将资源分配和风险分配结合考虑,全面整合危机管理模式已成为人类应对各种危机的基本选择。
Disaster relief, mitigation of risks, emergency management and safety building have become one of the most frequently occurring vocabularies in the world today and one of the most important tasks of the government. In response to disasters (disasters), human beings have not only made important changes in their notions concerning disasters (disasters), but also drastically adjusted their disasters. Now form disaster reduction paradigm, emergency management paradigm, disaster risk management paradigm and homeland security paradigm. From the development trend of the paradigm, considering the resource allocation and risk allocation, comprehensively integrating the crisis management model has become the basic choice for mankind to deal with various crises.
