职工收入分配问题成为当前社会的热点和焦点。在经济转型、社会转轨过程中,甘肃省职工收入分配方面主要存在以下问题:一是劳动报酬在初次分配中占比偏低。据我们对45家企业抽样调查显示,工资占企业总成本5%以下的4家,5%~15%的26家,16%~35%的10家,35%以上的5家,即近七成企业职工工资占总成本比例在15%以下。而发达国家劳动报酬占比平均水平近50%,多数发展中国家的水平在30%~40%。二是普通职工,特别是劳动密集型及私营企业的职工和农民工的劳动报酬不仅过低,而且增长慢。甘肃省除垄断性行业和效益较
