为了补充人民解放军退伍兵员的缺额和逐步推行义务兵役制,中央人民政府政务院于去年九月公布了一个征集补充兵员的命令,决定在兵役法没有颁布以前,从一九五四年十一月一日到一九五五年二月二十八日,在年满十八岁到二十二岁的男性公民中征集补充兵员四十五万人。这是由志愿兵役制过渡到义务兵役制的开始,是加强国防力量、保卫社会主义建设、保卫我们的幸福生活的一项重要措施。我们教师必须认识此次征集补充兵员、逐步推行义务兵役制、加强我国国防力量的重大意义,热烈地拥护这一项重要措施。许多教师看到前政务院通过了关于征集补充兵员的命令以后,热情很高,有些适龄的青年教师都纷纷希望应征服兵役。这种爱国主义和革命英雄主义的精神是好的。但是,这次征集兵员的名额较少,不可能使每个适龄的人都得到服兵役的机会,因此,在这次没有被征集入伍的同志,应当和一般教师一样,服从祖国建设的需要,安心工作,把爱国热情贯彻到实际工作中去。在学校里,联系社会兵役工作的实际情况,对儿童进行一次生动的爱园主义教育,使他们明白热爱祖国必须履行公民服兵役的义务以保卫祖国的道理,从而努力学习,提高自己的思想品德、文化科学知识和体质的水平,成为祖国的保卫者和建设者。同时,在当地党委的统一领导下,积极地配合宣传工作,向广大群众进行国防教育,使群众了解宪法第一零三条的重要意义,了解义务兵役制的具体作法和好处。这里,辑集了有关义务兵役制的一些材料,供教师们学习和进行宣传教育时作参考。
