苏南地区经济较发达,受经济发展大环境的影响,苏南地区的社会治安形成了自身的特点,最明显的特征就是外来流窜案件已占据全部刑事案件的绝大部分,成为危害社会治安的一大“毒瘤”。2000年3月3日至4月16日,常州市公安局天宁分局连续破获5串流窜大案,抓获犯罪嫌疑人24名,经审查破获跨12个省38个市的抢劫、盗窃、诈骗、非法持有枪支弹药等案件590余起,涉案总价值高达300余万元。这5串案件在江苏苏南地区流窜案件中有较大的典型性。分析这些案件的基本特点、总结破案经验,对提高刑事侦查技术,加强治安防范,确保一方平安都具有较强的现实意义。
