推进资源性产品价格和环保收费改革,既是提高资源配置效率的客观需要,也是推动节能减排,促进我国经济发展方式转变的迫切要求。温家宝总理在今年的政府工作报告中明确指出,要“推进资源性产品价格改革”。按照部署,今年上半年,水、电力、成品油等重要能源资源价格改革取得了积极成效。
