一、甘肃工作基本情况五个月来,我们在西北军政委员会的正确领导下,根据「目前西北地区工作任务」中所指示的方针,做了一些工作,一般的讲,是有成绩的。但缺点甚至错误也很多。由于国民党反动派潜伏的特务份子,结合土匪恶霸,利用帮会道门,不断进行捣乱破坏,因此,全省社会秩序还没有完全安定下来,各级政府工作中,存在着程度不同的官僚主义、命令主义作风,以致造成相当严重的脱离群众的现象。总之,甘肃广大新区群众基本上还没有发动起来,工作基础还是比较薄弱的。 I.
