今年5月,国务院出台了《关于鼓励和引导民间投资健康发展的若干意见》(以下简文称国务院“新36条”)。为贯彻落实国务院“新36条”和省政府有关政策,鼓励和引导民间健康投资,增强经济增长的内生动力,促进经济平稳较快发展和经济社会转型升级,推动富民和谐,市政府从6月份开始进行了全面调查研究,并确定了城市综合体、总部经济、新兴和优势产业基地、科技服务业发展、城乡居民生活服务业创业、公共服务外包、金融支持创业服务、发展环保产业等11个重点调研专题。
