现行邮电企业的用工制度基本上是单一的固定工制度。它不适应邮电建设事业和通信业务发展的需要,不利于企业节约使用劳动力,弊病较多,亟待改革。文化大革命前,一些企业推行了两种劳动制度。在部分季节性工种试用了季节工;有的业务突然剧增,人手紧张,雇用了临时工;在广大农村邮电机构推行了亦工亦农劳动制度,有的企业试行了合同轮换
The current employment system of postal and telecommunications enterprises is basically a single fixed-worker system. It does not meet the needs of postal and telecommunications construction and communications services, which are not conducive to the enterprises to save labor. There are many disadvantages and they are in urgent need of reform. Before the Cultural Revolution, some enterprises introduced two kinds of labor systems. Seasonally-workers were tried in some seasonal jobs; some businesses suddenly increased sharply, staffing was tight and temporary workers were hired; labor-for-agriculture labor was also introduced in the vast number of rural post and telecommunications agencies, and some enterprises tried a contract rotation
