Liaoning Provincial People’s Committee decided that from 1958 onwards, the subsidy for farmland water conservancy should be changed to non-interest borrowing to the masses as the working capital for the construction of farmland and water conservancy in counties and cities in order to promote the development of farmland water conservancy and save the state funds. In the past few years, Liaoning Province has listed in each of its local budgets an annual subsidy for farmland water conservancy to help people run farmland water conservancy projects, which has played a positive role in promoting the development of farmland water conservancy.
