The Third Plenary Session of the 18th CPC Central Committee and the Fourth Plenary Session of the 18th Central Committee of the Party have successively reviewed and adopted the “Decision of the CPC Central Committee on Several Major Issues concerning the Overall Deepening of the Reform” and the “Decision of the Central Committee of the Communist Party of China on Several Major Issues in Promoting Ruling the Country by Law.” These two “decisions” respectively take the theme of reform and the rule of law as their safeguarding measures for the comprehensive construction of socialist modernization with Chinese characteristics. For the press and publication industry, we should closely integrate our own reality, on the one hand, we should insist on using the principle of the rule of law well during the reform; on the other hand, we should actively adapt to the needs of the reform and constantly improve laws and regulations
