河南省陆浑灌区总干渠的农田水利建设和管理目前存在一些问题,主要表现在:灌溉工程老化失修、农田水利基础设施建设滞后、管理体制不顺、水费征收困难等,通过调研分析,从明晰产权、建立健全各级管理责任制度等方面进行解决,使灌区的农田水利充分发挥效益,为农业发展保驾护航。
There are some problems in farmland water conservancy construction and management in the main canal of Luhun Irrigation District in Henan Province. The main problems are as follows: the aging of irrigation works is lagging behind, the construction of irrigation and water conservancy infrastructure lags behind, the management system is not smooth and the water fee collection is difficult. Through investigation and analysis, Clarify property rights, and establish and improve the management responsibility system at all levels and other aspects to solve, so that irrigated farmland water conservancy can give full play to benefits and provide protection for agricultural development.
