贵州省独山县人民政府于1992年4月作出了关于建立乡镇卫生事业基金制度的暂行办法的决定,并下发了文件,规定了卫生基金的筹集、管理和使用办法。决定从1992年下半年开始,以乡镇为单位,原则上按上年度实有人口数,每年人均0.5公斤粮作为资金的筹集标准(当时作为1元钱),在筹资上乡镇可以因地制宜,不搞一刀切。中心乡镇按人均1元钱筹集,边远乡每年人均筹集0.5元(有的按耕地面积每亩一元钱筹集),每年秋收粮食入仓时,由财政所提留保管,转账给卫生基金领导小组办公室管理,设立专户专帐。
