非营利组织的独立性和依赖性是组织发展中一个不可分割的矛盾性命题,而独立性内部的机理则是组织发展路径选择的基本依据,从独立性的追问到自治与策略的选择,将独立性从静态描述变为动态阐释是本文分析重点。基于规模和专业性两个组织特征进一步理解“合法-有效”的解释框架,理解独立性内部存在的张力是本文关注的焦点。采用文本分析方法对L市基层人民团体的实践活动进行分析,对其治理策略研究发现:基层人民团体的治理转变,需要依据组织自身的规模和专业性特征,在“合法-有效”之间策略性的选择发展路径,从而消解组织发展中的独立性问题,实现组织治理的帕累托改进。
The independence and dependence of nonprofit organizations is an indivisible and contradictory proposition in the development of organization. The internal mechanism of independence is the basic basis for the choice of organizational development path. From the question of independence to the choice of autonomy and strategy, Independence changes from static description to dynamic interpretation is the focus of this article. Based on the characteristics of both the scale and the specialty, we can further understand the interpretation framework of “legal - valid ” and understand the internal tension of independence is the focus of this article. Using the method of textual analysis to analyze the practical activities of grassroots people’s organizations in L city, the research on its management strategies shows that the governance transformation of grassroots people’s groups needs to be based on the organization’s own scale and professional characteristics, Strategic choice between the development path, so as to resolve the issue of independence in the development of the organization, to achieve organizational improvement Pareto.
