The 63rd annual meeting of the International Commission on Dams passed the 20th meeting of the dam in 2000 and was approved by the State Council in China. The China Committee on Dams formally applied for the convening of the 2000 ZQ Dam Conference in 1994. According to the regulations, other countries require the bidding should be submitted by April 1995. As a result, the Canadian Commission on Dams applied for a campaign in Montreal.
