2003年11月29日8时56分,河南省安阳市专四通汽车运输队司机李志坚驾驶豫E26010号小型货车,在济聊馆(济南至聊城、馆陶)高速公路行至632Km+670m处时,因大雾天气,与前方临时停车的山西省翼城县司机霍全胜驾驶的晋L57504号大型货车追尾相撞,致使两车不同程度损坏,李志坚和乘车人逯合增、周文斌当场死亡,乘车人张栋在送住医院途中死亡(详见本刊2004年第2期《大雾中的迷惘》)。聊城市公安局交警支队济聊馆高速公路管理大队认定李志坚超速行驶、疏忽大意,负事故的全部责任。尔后,安阳市专四通汽车运输队以济聊馆高速公路交警大队行政不作为为由,向事发地人民法院提起行政诉讼。2004年7月14日上午,山东省聊城市东昌府区人民法院公开审理这起了车主诉交警行政不作为一案。
At 8:56 on November 29, 2003, Li Zhijian, driver of Anyang Special Purpose Vehicle Transportation Corps, Henan Province, piloted Yu-E26010 minivan to the 632Km + 670m freeway at Jiading Hall (Jinan to Liaocheng, Guantao) , Due to foggy weather, collided with the large truck of Jin L57504, driven by Huosheng Sheng, a driver who temporarily stopped in front of Yicheng County in Shanxi Province, causing two kinds of vehicles to suffer different degrees of damage. Li Zhijian and his passengers increased and Zhou Wenbin died on the spot, Zhang Dong was hospitalized in the hospital died (see the magazine issue No. 2 of 2004 “confusion in the fog”). Liaocheng Public Security Bureau Traffic Police Detachment Jiao Liaobu Expressway Management Brigade identified Li Zhijian speeding, negligence, the full responsibility for the accident. Later, Anyang City, specializing in four-car fleet to Jiao Liaoguan highway traffic police brigade administrative omission as an excuse to the incident to the people’s court filed an administrative lawsuit. On the morning of July 14, 2004, Dongchangfu District People’s Court of Liaocheng City, Shandong Province, publicly heard the case that the vehicle owner sued the traffic police for administrative omission.
