上月底,虽然欧盟27个成员国未能就“禁用3种新烟碱类杀虫剂”达成多数一致,但随后欧盟委员会仍决定从今年12月起,对3种新烟碱类杀虫剂实施为期2年的禁用。作出这一决定最主要的原因是根据欧洲食品安全局(EFSA)的研究,噻虫胺、吡虫啉和噻虫嗪3种新烟碱类杀虫剂对蜜蜂种群生存存在风险。这又是一个产业发展与公众环保安全诉求发生冲突的事例。如何统筹好产业发展与公众诉求,已经成为全球化工行业越来越重要的课题,这比某个产品被禁用更值得我们深思。
At the end of last month, although the EU’s 27 member states failed to reach a consensus on the “banning of the three neonicotinoid pesticides,” the European Commission still decided to start killing three new nicotine species from December this year, Pesticide is banned for 2 years. The main reason for this decision is that according to research by the European Food Safety Authority (EFSA), three neonicotinoid insecticides, clothianidin, imidacloprid and thiamethoxam, are at risk for bee population survival. This is another example of the conflict between industrial development and public environmental safety demands. How to co-ordinate industrial development and public appeal has become an increasingly important issue in the global chemical industry. This is more than a product’s ban on us.
