市委办公厅雅宝大楼管理处承担着为近千户机关干部职工宿舍楼提供设施设备的管理服务工作。前些年,管理处党支部一班人带领十几名职工在服务管理工作中努力做到事事想在住户前头,让住户满意。但是他们却发现:还有相当住户对服务工作意见不断。症结何在呢?不久,一件小事打开了管理处党支部一班人的工作思路。一天,雅宝路16号楼区内很多的人正在楼下晨练。忽然一块足有一平方米大小的墙体脱落下来,砸在一位老人脚下。由于受到惊吓,老人心脏病复发,幸好抢救及时,才脱离危险。很多住户议论说:管理处党支部的确为我们办了很多实事,但有些该干的事却没干。墙体脱落事情过后,党支部协调了有关部门,用了50余万元资金将楼区外墙重新整修粉刷了一遍,消除了安全隐患。支部一班人也从住户的意见中受到启发,认识到,住户需要哪些服务、怎么开展服务,这些问题必须倾听住户的意见,使他们能够参与各项服务的决策之中。为此,管理处党支部着手建立了倾听住户意见的制度:支部每个党员干部每月要完成不少于8次的人户调查,了解住户需求;在实施涉及住户利益的工作前,支部班子成员要进行问卷调查、召开座谈会,征求他们的意见。2002年3月,一个楼区楼体墙内冷热水管出现了渗水现象,不少住户室内房顶滴水,地面潮湿,严重影响了居民的正常生活。处党支部研究决定对冷热水管进
