“权力科学”简称为“权力学”。必须承认,中国至今还没有写出必须依据、遵从、并以此作为行为准绳的《权力学》。因此,对古代的、传统的、今天的“权力形象”和“权力注释”的认识与表述,仍未彻底摆脱这样那样的浑沌性和随意性。对权力的判定和限定不科学,不精确,必将株连出权力行为的种种含混和失误,随之衍生出一系列社会现象的失序或无序。而又注定大大延缓“与国际接轨”、以及“经济的全球化”。不讳地说,由于几千年农业文明(尤其是小农意识)对中国政治生活的制约和侵蚀,权力行为的原始感和糊涂性是源远流长的,甚而是根深蒂固的。对某些权力行为的肯定,常常等同于对“青天”式人物的愚昧式颂扬。在相当长的时间里(一直到今天),中国老百姓的心目中,以及大量的文学作品中,乃至政治家、理论家的意识里,“清官”、“好干部”的构成要素大多都是掌权者的个人品德、个人行为。古代的一个“巡案大人”、“县太爷”周济了
“Power Science” is abbreviated as “Power Science.” It must be admitted that so far China still has not written a “science of authority” that must be based on, followed, and used as a yardstick for its conduct.
