在全国国营工业、交通企业中,截至1980年底,已有六千多户试行了利润留成办法。试点的情况说明,企业利润留成办法,兼顾了国家、企业和职工个人三者的利益,调动了企业和职工群众增产节约的积极性,取得了显著的效果。去年,国务院国发(1980)226号文件中,曾要求各地区、各部门按照国务院(1980)23号文件和国家经委报告中提出的意见,改进试点办法,扩大试点内容,把扩大企业自主权的工作进一步推开。并指出国家经委报告改进利润留成办法的意见,可着手做好准备,待新的年度再开始执行。为了贯彻以调整为中心的“调整、改革、整顿、提高”的八字方针,现
