在西方国家竟相投资于海洋开发的今天,我国的海洋开发利用也正迅速兴起。混凝土是海洋工程的重要构造材料,对海洋混凝土进行研究开发有着重大的现实和战略意义。国家建材局科技发展司为了适应我国海洋工程建设的需要,促进水泥混凝土学的发展,同时也为了提高科研决策的科学化水平,结合建材行业科研工作的特点和任务,于1989年7月设立了《海洋特种水泥混凝土材料研究项目指南》的研究课题,由国家建材局科技发展司基金处和中国建材研究技术情报中心共同承担。此课题主要工作内容是,收集查阅国内外情报资料、调研国内有关科研工作情况和分析研究技术情报,在此基础上编写了四份技
