中南区一九五一年小额粮票使用办法(一)为加强公粮管理,及照顾机关部队出差人员之供给便利,特印制中南区小额粮票,并制定本办法。(二)中南区小额粮票发行权,属于中南军政委员会财政部。其它任何机关、部队、团体、不得擅自印发。(三)小额粮票,票面额分为八两、十二两、十三两、十四两、二斤、三斤、六种,均以大(小)米为主粮。如须兑换其它粮食,得按照各省市人民政府规定供给,折合标准计算。(四)本粮票限于机关、部队人员出差时,在本区六省二市境内使用,不得向民间兑粮。
Use of Small Grain Clerks in Central South Area, 1951 (1) In order to strengthen the management of public grains and the provision of facilities for the travel of officers and soldiers of the government agencies, we will make a special effort to produce small grain stamps in Central and Southern District and draw up this approach. (2) The distribution rights of small grain stamps in Zhongnan District belong to the Ministry of Finance of the Central Military Commission. Any other organs, units and groups shall not be arbitrarily issued. (C) Small food stamps, with a par value divided into eight two, twelve two, thirteen two, fourteen two, two catties, three catties and six kinds, all of which are mainly made of large (small) rice. If other food must be exchanged, it shall be supplied in accordance with the provisions of the people’s governments of all provinces and municipalities and shall be calculated on the basis of the standard. (D) The food stamps limited to organs, military personnel travel, in the six provinces and two cities within the territory of use, shall not go to the civil grain.
