遵循市场化的发展理念和国际金融市场发展规律是我国金融市场从无到有,乃至成为全球投资者难以忽视的大型市场的关键所在。此外,会计、审计、金融基础设施等因素对于降低国际投资人的成本、提高金融市场透明度也至关重要。当前中国经济已与世界经济几乎完全接轨,所处的发展阶段必然需要一个稳步开放的金融市场,逐步融入国际金融秩序。这就需要进一步解决中国金融市场体系的结构性问题,建设形成与大国开放经济地位相适应的现代金融市场体系。在此背景下,应坚持以开放促改革、促发展,尊重和遵循国际市场规则和惯例,注重顶层设计与统筹安排,加强宏观审慎管理,并以此为基础进一步扩大开放,形成对内改革和对外开放的良性格局。
