吉林市委书记王照环代表的情绪有点矛盾:即兴奋,又忧虑。兴奋的是,总理的报告指出了“十五”期间加快发展的迫切性和具体思路;忧虑的是,一些地方在加快发展的过程中会不会陷入“观念围城”?王照环告诉记者:“我总结了一下一共有4个‘围城’,这也是我的4个担忧。”一要走出认为发展仅仅是经济发展的“观念围城”。王照环说,现在一些地方一提发展就是经济的发展,事实上,发展不仅仅是经济总量的增长。“发展主要应包括3个方面:经济总量的扩张;社会生产力水平的进步;在体制创新方面实现新的跨越。”二要走出概念化的“观念围
