苏格兰公路系统多数边坡的失稳和爱尔兰风能电场工程施工期间的泥炭层失稳的结果都被认为是与新的水电工程的开发和建设有关。在现有的PPG14指导方针下,对作为规划许可的一部分,稳定性评价的需求可能要更加强力地应用于新开发项目,本文讨论了一些对于完成综合稳定性评价所必需的输入内容。文章提出了与泥炭稳定性有关的特殊问题、给剪切强度赋值的难度问题以及与排水系统和施工关联的问题。得出的结论是:边坡稳定性尤其是泥炭稳定性问题必须在详细设计之前考虑,更适宜作为前期规划设计工程的一部分。
The failure of most of the slopes of the Scottish highway system and the instability of the peat layer during construction of the Irish Wind Farm project are all considered to be related to the development and construction of new hydropower projects. Under the current PPG 14 guidelines, the need for stability assessment may be more strongly applied to new developments as part of the planning permit. This article discusses some of the inputs necessary to complete a comprehensive stability assessment. This paper presents special problems related to peat stability, difficulties in assigning shear strength, and problems associated with drainage systems and construction. The conclusion is: slope stability, especially peat stability issues must be considered before detailed design, more suitable as part of pre-planning and design engineering.
