1985年开始,湖南省冶金工业总公司按照经济体制改革和发展湖南冶金工业的需要,探索企业承包经营责任制的新形式,实行投入产出承包,取得了一些较好的经验。 一、投入产出承包是承包经营责 任制的延伸和发展 总公司的投入产出承包,是在企业普遍推行以上交利润承包经营责任制的基础上实行的。其基本特征是,把扩大再生产的目标和自主权落实到企业,国家不再包揽企业的基建、技改投入,企业依靠自身积累,实现自我投入,完成产出目标。主要内容是“三包一挂”,即:包上交利税,
