With the establishment and operation of the socialist market economic system, how should state-owned commerce be deepened in reforms, especially in the face of fierce market competition in small-scale stores, commercial and office factories, difficulty in operating, heavy burdens, and a meagre situation of low-profit losses? Deepening reforms? Where are the ways to invigorate enterprises? With these issues in mind, in 1993, based on the spirit of the Green Spring Conference of the Director of the State Department of Commerce and the successful experience of foreign reports, we started from our actual situation and began to work on the Bureau of the International Factory Seven Stores implemented the pilot reform of “state-owned private ownership” and actively explored new forms of asset management, thereby mobilizing the enthusiasm of the production and management of the majority of cadres and employees, enhancing the sense of ownership of the company’s owners, and significantly improving service quality, service attitude and economic benefits. In the same year, some companies turned losses into profits, especially in Mengzi County.
