两岸经济合作框架协议(ECFA)签署迄今已届3年,对岛内经济和两岸经贸关系发展的影响,值得回望与讨论。ECFA签署之初,岛内业界一度担心协议将令大陆货品进口会排挤岛内相关产业生存空间,增加台湾对大陆市场的依赖。但台“经济部”公布的资料显示,过去两年多来,台湾对大陆出口及进口的依赖,双双呈现不增反减的趋势,特别是前者的依赖度已由2010年的30.9%下降为2012年的29%;同时,大陆产品享受的关税减免进口并没有冲击岛内相关产业。而协议签署后,对岛内产业外移将造成台湾产业空洞化、经济被边缘化等问题的担忧也并未发生。
The signing of the Framework Economic Cooperation Framework Agreement between the two sides of the Taiwan Strait (ECFA) has hitherto been held for three years and it is worth recalling and discussing the impact it has on the intra-island economy and the development of cross-Strait economic and trade relations. At the very beginning of the ECFA’s signing, the island’s industry once worried that the agreement would make the importation of mainland goods would exorcise the living space of the related industries in the island and increase Taiwan’s reliance on the mainland market. However, the data released by Taiwan’s “Ministry of Economic Affairs” show that over the past two years or so Taiwan’s dependence on mainland exports and imports has shown a tendency of not increasing or decreasing. In particular, the dependence of the former has increased from 30.9% To 29% in 2012; meanwhile, the tariff reduction and exemption enjoyed by mainland products did not impact the related industries in the island. After the agreement was signed, concerns about issues such as Taiwan’s industrial emptiness and the economy being marginalized caused by the relocation of industries on the island did not occur.
