2002年9月8日-9日,民政部在吉林省四平市召开了全国城市社区建设四平现场会议。会议全面总结了青岛会议以来社区建设的新进展、新经验,命名了175个全国社区建设示范市、区,现场观摩了四平市整体推进社区建设的成就,并对当前和今后一个时期社区建设工作作了全面部署,进一步明确了社区建设的任务、目标、思路和要求。会议全面分析了新时期城市民政工作面临的新形势、新任务,深刻阐述了加强城市民政工作的重要意义,提出了以社区为平台、社区组织为依托、信息技术为手段,整合城市民政工作的新思路、新目标。四平会议标志着:——城市社区建设向纵深发展——城市民政工作步入新阶段
