国企下岗失业人员这一群体的形成和日益“边缘化”问题,是我国经济机制深层次矛盾多年积累的结果,是计划经济条件下就业政策和体制在经济转轨过程中的必然反映,也是构建和谐社会一个无法忽视的问题。
The formation and increasingly “marginalization” of unemployed laid-off workers in state-owned enterprises are the result of years of in-depth accumulation of contradictions in the economic mechanism of our country. They are an inevitable reflection of the employment policies and institutions in the course of economic transition under planned economy. A problem that society can not ignore.
