无论是国家、地区还是企业,要想维持自身的生存与发展,要在激烈的国际经济竞争中立于不败之地,一定要有一支高素质的人力资源队伍和人力资源精细管理体系。而人力资源精细管理的构建,则是从战略角度和长远规划的视角来解决全景问题(是管理也是创新,是经营也是战略)。这种精细管理体系将涵盖人力资源管理的各个方面,特别是人才队伍的建设与管理细节?不是一朝一夕、一方一处的简单工作,而是要结合企业的发展和现实需要来制定高效的管理体系。企业的人力资源管理与规划最终强调是经济回收,是为实现企业的目标做出根本性的保证。没有对人才的人尽其用就没有企业近期经济目标的实现,没有对人才的精细管理体系就不能建立长远人力资源的发展机制。

Without a sophisticated management system for talents, a long-term human resources development mechanism can not be established.
